I feel bad about her health, but first of all, if the water tank is in such poor condition that you can’t drink the water, I would have definitely called a specialist to come sort it out!
I agree completely, it was overgrown and by their own admission it was that way when they bought it, and they haven’t done anything to improve the house or property at all, when the should have! In four years they should have bought a spa cover and apparently they’ve never even cleaned
